THE OFFICE OF THE PACIFIC ISLANDS REGIONAL COUNSEL The Office of the Pacific Islands Regional Counsel (GCPI) is located in Honolulu, Hawaii. GCPI provides legal advice and assistance on issues related to the administration of NOAA programs in the Hawaiian Islands and other US Pacific Island possessions.
