THE OFFICE OF GENERAL COUNSEL
FOR OCEAN SERVICES

The Office of General Counsel for Ocean Services (GCOS) provides legal counsel to the National Ocean Service, including the National Marine Sanctuary Program, the Office of Ocean and Coastal Resource Management, and the Office of Coast Survey. GCOS also provides legal counsel to the NOAA Marine and Aviation Operations, including the NOAA Corps. In these roles, GCOS helps implement the National Marine Sanctuaries Act, the Coastal Zone Management Act (CZMA), the Coast Survey Act, and other statutes.

GCOS has nine attorneys, one paralegal, and one support staff. The Assistant General Counsel for Ocean Services is Joel La Bissonniere.
