THE OFFICE OF GENERAL COUNSEL FOR ENVIRONMENTAL COMPLIANCE The Office of General Counsel for Environmental Compliance (GCEC) provides legal advice and assistance to the National Oceanic and Atmospheric Administration's Environmental Compliance program on regulatory and statutory requirements, policy development, and the availability of guidance and assistance from outside sources. Representation also includes the negotiation of environmental settlements for non-compliance and defense of actions under state and federal law.
